Welcome to Waters Edge Enclave and Estates notes from our community meeting of July 14, 2008. In attendance were board members Linda Giannini, Jose Gutman, Mark Locigno, Joe Mauro, Jim McCormick, and Mike Zaremba. There were also 3 other residents from the community present.

The meeting was conducted by Mike Zaremba which began with a review of Boca Winds HOA Board meeting. Some of the BW Board highlights included;

Website – The web site will now include requirements and cost to reserve our Town Hall for parties, meetings, and other social gatherings. New pictures will be taken of our Estates Monument for our web site (with our new landscaping).

West Boca Community Council – On Aug 12, 7:30 PM, at Boca Largo Country Club, the Council will host a forum of all candidates running for office in this area. The forum is open to the public.

Capital Improvements and Reserve Maintenance Items – most items previously approved (Pool #2, Tennis/Basketball Court, Town Hall Parking lot lights) have been accomplished EXCEPT the tile floors at Pool #2 do not meet the acceptance of the Board because they are too slippery. Steps are being taken to resolve that situation, which appears at this time will require replacing the tile. It was suggested that if the tiles were to be changed that the board look into another color other than white. When changing a color, it was requested to involve the ‘Beautification Committee’ when changing any items requiring color, fabric, or upgrading style.

Also discussed was the (capital improvement) cost of $2800 for ‘well lights’ requested for the three new Royal Palms at the East new entrance to Boca Winds. This committee voted 4 – No, 1 – Yes, and 1 – Abstain on the matter when presented at the next BW Board meeting.

Also brought up was the use of ‘voting/decisions of the board outside of Board Meetings’. This was intended to question the authority of emails requesting a board members vote. Paul Valyo obtained a written view sent to another Board by their Attorney stating “… that it should be reserved for emergencies where time is critical …. and … that it must be a unanimous decision which a signed consent must be followed up to be included at the next Board Meeting ….”

The Board reviewed the account balances, delinquencies, and income & expense reports. Despite the fact of increase delinquencies, the board is not in any financial problems. The Board did approve the expense (of $650) to our attorney to proceed with another foreclosure that is delinquent of over $2600 for more than 16 months.
There are also 2 abandoned homes in foreclosure proceedings that the Board requested CMC to mow the overgrown lawns.

Finally the Board discussed our TV Channel 63 – is it worth investing $100/month to properly maintain. We have user rights to this channel thru 2012 per our contract with Adelphi/Comcast. Our ARC committee discussed and decided to vote NO when brought up at the BW Board meeting. Our general discussion was to reduce spending and maintenance cost to our homeowners because of the uncertainty of the economy, high number of foreclosures, and generally higher gas & cost of living prices we are all facing.

Linda Gininni brought us up to date with the Estates Monument re-landscaping which is almost complete. We are waiting on a couple of palm trees, new lights, and a few minor touches. Linda presented some of the side light options and the committee approved one of Linda’s choices.

The final discussion involved parking, violations, and speeders on Little Palm Lane. There seems to be an increasing number of speeders. Options such as speed bumps were again discussed. Does anyone have any other solutions?

There were no requests for the ARC to review, so the meeting was adjourned.

We encourage our homeowners to attend our community meetings. The next Boca
Winds HOA Board meeting will be August 4th, and the next Waters Edge ARC meeting will be August 11, both at 7 PM. And remember the forum featuring our political candidates at the West Boca Community Council August 12th.
