Hello Neighbors:

Welcome to the Water’s Edge Estates and Enclave web site. We continue to bring you news of our community to keep you informed and interested in what is happening. We encourage you to take a more active part in governing our community through the Water’s Edge Architectural Review Committee (ARC).

Our job as committee members is to help the community maintain a harmonious appearance for all of our residents, and to maintain property values high. We are not paid for the time that we donate to meet and discuss our community and how we can provide you, the residents, with an enjoyable neighborhood to raise your family.

Below is a summary of what happened at our May 12 meeting:

The meeting started at approximately 7 p.m.

Mike Zaremba, our committee President, conducted the meeting.

- Five committee members were present, namely Mike, Mark, Jim, Joe, and Jose. Linda and Rob were not present.

Jose Gutman, who substituted for Mike Zaremba at the Boca Winds Board Meeting of May 5, discussed a number of topics from that Board meeting.

First, the Boca Winds Board voted to authorize a budget of $12,000 for a private security person to monitor the pool area around the second pool and the tennis courts area, and to periodically during the day to travel to check on the front pool area; total private security monitoring time for 7 hours per day during the months of June-July- August. Next, based on a security firm confirming that it can provide security monitoring services according to the Board’s budget and requirements, the Board will vote (by email between Board members) by the upcoming June meeting to approve the hiring of the particular security service firm.

Second, delinquencies in payments of HOA fees were estimated at around $59,000 at the present time.

Third, a discussion of Re-landscaping of our Waters Edge entrances was postponed until the June meeting due to Mike Zaremba being away on vacation. Also, on May 19 there was going to be another meeting of the committee to review community entrances, which would then have recommendations for the Board’s June meeting.

Next, at the Board’s meeting, there was discussion of the Ampitheater upcoming events for this summer. The Ampitheatre is looking for sponsors.

Paul Valyo then indicated at the Board meeting that there were 156 violation letters sent out in April.

Next, there was discussion of Capital Improvement projects, and winning bids.
1) fix men’s and women’s bathrooms at the second pool area - $11,530
2) parking lot resurface - $9,700
3) canvas awning and frame at pool - $3,200
4) paint pool deck at pool #2 - $4,540
5) furniture strap replacement at pool #2 - $2,021
6) tennis court awning - $1,000
7) replace chain link fence at tennis court - $4,800
8) basketball court resurface - $3,700
9) lighting at the town hall parking lot - $5,944 (two poles each 250 watt light)

There was discussion of a contemplated capital improvement project to add 3 pool heaters to the pool at the town hall. The installation costs are estimated between $15,000 to $17,000.
- Total costs, including electricity for use, during the first year were estimated at between $17,000 to $19,000.
- Pool heating electric costs for each subsequent year were estimate at between $2,000 to $3,000.
This project will be discussed at the upcoming June meeting of the Board.

The Board then discussed an invoice to pay Access Design and Construction (the architect for the front entrance to BW project) for unanticipated expenses incurred (outside of the contract with the contractor. The architect asked for an additional $2,340 (39 extra hours, at $60 per hour) for various tasks that the architect did on the project. The Board voted to give the architect around $1,000 in addition to the payment already made to the architect under the contract.

The Board then discussed certain financials for the overall community of BW, and in particular the concern of maintaining property values for our homes. An example was discussed with respect to a home recently foreclosed and the previous owner evicted in the Baybury subdivision of BW, which is being offered for sale by the bank for $275,000.

Then, the BW Board continued discussion regarding a number of homes needing severe repair and clean up in BW, which were causing distress to neighbors. The Board asked the board members to bring to the June meeting a list of homes needing repair and clean up in their subdivisions. The goal is to review each of the circumstances and to allocate funds for the Board of BW to pay for repair and clean up of these problem homes (without the owner’s permission) to help maintain aesthetics and property values in our communities.

Lastly, the ARC for Waters Edge reviewed a request for permission by, and voted to allow, Joe Mauro to paint his home.

The meeting adjourned at around 8:45 p.m.
